Law makers try to cover all the bases for rescuing children from bad situations but lack of resources, loopholes in the Laws and plain bad management of agencies mean children end up back in the bad situation or in different but not better situations. Good, caring, loving situations are in short supply and screening of care providers is not always as good as it should be. Migrants from different ethnic backgrounds slowly lose some of their cultural traditions and with each new generation, acceptable behaviours change as each ethnic group struggles to find a common ground between the old and the new. Within each group there is usually those who will take advantage of members of their own communities and recruit the young into bad behaviour with good parents at a loss as to how they can combat this predatory behaviour.
